<Article>The Role of Local Administration for Maintaining Lifelong-Educational Opportunities; The Case of "Labor Gakuen" in Kyoto City

This study was performed to consider the roles and possibilities of local administration for enhancing and maintaining lifelong-educational opportunities of working young men, through examining the characteristics of the role that Kyoto City has conducted for enhancing and maintaining the Labor Gakuen from 1957 to present. The following results have become clear. First, for purposes and contents, the local administration tends to fulfill wider learning needs than the national government's policy. Second, educational opportunities of local administration reach marginal of society, especially working young people. Third, as a supporting method, Kyoto City adopts "co-sponsorship, " which does not tamper educational contents, and therefore, private intention can be reflected more.
